GENERAL SUMMARY
Kentucky Office for Refugees (KOR) is a department of Catholic Charities, and the Replacement Designee commissioned by the federal Office of Refugee Resettlement to administer the Kentucky state refugee resettlement program. The Program Manager oversees KOR’s grantmaking activities for all statewide social service funded programs except for refugee health and refugee cash assistance. The Program Manager must take a high-level view of the entire program and strategically guide Program Coordinators to ensure the effectiveness of resettlement programs and that all KOR’s administrative responsibilities are fulfilled.

ESSENTIAL DUTIES AND TASKS
  • Ensure Refugee Support Services (RSS) and other federal funds under Program Manager’s supervision are awarded in a manner consistent with KOR’s administrative plan
  •  Assist with development of State Plan and lead drafting of Annual Service Plan in accordance with directions from Office of Refugee Resettlement
  • Collaborate with KOR’s Assistant Director and finance staff to ensure all funds under Program Manager’s supervision are obligated and liquidated within appropriate timeframes
  • Oversee the development of appropriate goals and performance benchmarks used to monitor subrecipient performance, select subrecipient organizations, and allocate funds 
  • Collaborate with the Monitoring & Evaluation division in design of monitoring tools, setting monitoring schedules, and reviewing monitoring reports
  • Provide supervision and support to State Program Coordinators in their respective areas of specialization (employment, case management, etc.)- approximately 6 employees
  • ·Provide direct oversight to RSS and Set-Aside awards for which there is no assigned Program Coordinator, performing all the essential functions of a Program Coordinator
  • Other duties as assigned by the Assistant Director of Kentucky Office for Refugees
REQUIREMENTS
  • Experience working for a Pass-Through Entity or other grant-making foundation highly preferred
  • Minimum five years of professional work experience to benefit refugees, immigrants, or other underserved populations
  • Experience supervising professional staff in an information-based setting preferred
  • Strong knowledge of government and non-governmental organizations in Kentucky that work with refugees, immigrants, and other vulnerable populations
  • Familiarity with organizational budgets and budgeting practices 
 

Requisitos de Educación (Cualquier)

Master’s Degree in Community Development, International Development, Public Administration, Public Policy, Social Work, or related field preferred.
