Job Objective
Under general direction and within Corporate or regional policy and procedure, administers the personnel activities of the designated region to achieve company objectives through effective and efficient human resources management.  Plans and develops necessary procedures and directs the personnel activities of the region.  Directs, evaluates and approves the actions of subordinates.  Provides counsel, advice and recommendations where appropriate to assist superior in carrying out assigned duties. In addition, provides counsel, advice and recommendations where appropriate to assist group management achieve goals and plans.

·        Assures company compliance with state and federal labor legislation on such subjects as equal opportunity, wage and hour, workers’ and unemployment compensation, occupational health and safety, etc.
·        Responsible for interpretation and training of Collective Bargaining agreements.
·        Oversees and/or engages with employee concerns and union grievance procedures.  Makes final decision in consultation with operations, VPHR and/or General Counsel if appropriate. 
·        Initiates appropriate leadership training for leaders within assigned region.
·        Counsels’ operations management employees on work force utilization, turnover control, compensation, performance management and other personnel matters.
·        Assist Safety and Risk Department with safety program and recommends corrective action
·        Assists operations and Safety & Risk with workers compensation claims management and return to work programs.
·        Proactively supports the Recruitment Department by having a solid understanding of regional needs, posting job openings, brokering support or participating in job fairs.
·        Maintains and oversight of Human Resources records by recording new hires, transfers, terminations, addressing any changes and updates, and tracking specific required information. 
·        Orients new leaders; reviewing company policies; gathering withholding and other payroll information.
·        Documents Human Resources actions by completing forms, reports, logs, and records.
·        Updates job knowledge by participating in educational opportunities; reading professional publications.
·        Accomplishes Human Resources Department and Organization Mission by completing additional duties as needed 
 
Qualifications
Bachelor's Degree preferred
5+ years of HR-experience, including at least 2 years in labor management
Demonstrated knowledge of general HR policies, procedures, and practices
Ability to build relationships and influence others across multiple locations
Ability to occasionally travel, including overnight trips
Have experience with investigations including, but not limited to, accidents and harassment allegations
Ability to lead through change management
Bilingual in Spanish a plus

While performing the duties of this position, the employee is frequently required to walk, stand, bend, kneel, stoop, communicate, reach, and manipulate objects.  The position requires mobility.  Duties involve moving materials weighing up to 10 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 40 pounds.  Manual dexterity and coordination are required while operating equipment such as computer keyboard, calculator, and standard office equipment.  Specific vision abilities required by the job include close vision and the ability to adjust focus.
