Under general supervision, the Safety Coordinator directs and leads the development, implementation and maintenance of the SWS/SSSD Safety Program. The position manages the activities of the Training Specialist. The position's goals are to promote safe and healthy work practices for employees, to ensure all operations and activities are in compliance with departmental, agency, state and federal regulations and guidelines. Reports to the Director of Administrative Services.

SPECIFIC DUTIES AND RESPONSIBILITIES

 

  1. Oversees and leads Spartanburg Water's Safety and Health
  2. Ensures and maintains compliance with the Occupational Safety and Health Administration (OSHA), South Carolina OSHA, the Department of Transportation (DOT), and various other federal, state, and local regulatory
  3. Works closely with management to keep safety policies up-to-date and in compliance with state and federal regulations; may develop new policies as needed.
  4. Duties include assigning and reviewing work, completing performance appraisals, developing staff and managing routine personnel situations.
  5. Leads the Managers’ Safety Meeting and Employee Suggestion Program to improve employee safety and workplace incident/accident frequency and severity; prepares metrics as appropriate for review by management.
  6. Develops and tracks safety metrics to improve safety performance, including near misses and incidents/accidents.
  7. Provides support, as needed, to investigate Workers' Compensation
  8. Serves as an investigative resource for supervisors and managers for incident reporting utilizing root cause analysis to determine true cause and future preventions; assists managers with safety audits.
  9. Administers the Velocity EHS on-line chemical SDS
  10. Manages companywide safety programs, including the Hearing Conservation, Respiratory Protection, AED Program, and Bloodborne Pathogen.
  11. Provides guidance and expertise for all safety policies, including Confined Space, Electrical Safety and Lock Out/Tag Out activities.
  12. Responsible for preparing safety program budget; monitors expenditures ensuring thatexpenditures are within budget limits; issues purchase orders and approves safetyprogram purchases.
  13. Reviews safety training records in appropriate software system and ensures employees are participating in the appropriate safety training; leads efforts to ensure training is tracked appropriately; serves as lead for online training efforts.
  14. Provides assistance to department heads in coordinating employee training and safety programs; prepares training materials; teaches, coordinates, and/or facilitates safety training.
  15. Conducts safety inspections and/or audits work areas within Spartanburg Water; provides recommendations and/or suggestions for areas needing improvement based on knowledge of regulatory criteria and standards in order to ensure compliance and safety of employees.
  16. Develops written safety material. Material includes safety newsletters and articles. 
  17. Works closely with management to make sure contractors are operating in a safe manner and maintains compliance with OSHA.
  18. Coordinates with a Certified Industrial Hygienist on health related policies such as Hearing Conservation, Respiratory Protection, etc.
  19. Reviews job descriptions for safety components and ensures physical requirements are complete.
  20. Ensures that the OSHA 300 log is posted promptly and removed promptly in applicable areas.
  21. Conducts/develops new employee safety orientation programs.
  22. Performs other related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires an Associate’s degree in occupational health, industrial health and safety, risk management, and safety management or related field with 5 years of experience in the safety field, which should include responsibilities in the management and/or implementation of a safety program or any equivalent combination of education and experience. Must possess a valid driver's license. Safety certifications and utility experience is desired.  Must obtain ­­­­OSHA-30 within one year of employment.
