Position Summary

Responsibilities: 

 

  • Responsible for ensuring the safety of the worksites. The Director accomplishes that by coordinating, administering and implementing comprehensive programs in occupational, construction, industrial and environmental safety.
  • Continually reviewing the existing Project Construction Master Safety Program Guidelines and OCIP performance and make recommendations for changes to Risk Manager and Director of Occupational Safety and Health.
  • Review contracts for safety related language and make recommendations for additions or changes to Risk Manager and Director of Occupational Safety and Health.
  • Require contractor’s to provide Job Safety Analysis (JSA) for various project hazards and review same. Review implementation of JSA at job site.
  • Recommend safety related specifications, terms and conditions for solicitations-derived from lessons learned.
  • Provide the level of safety and loss control services to maintain or improve favorable loss ratio.
  • Conduct monthly safety/work meetings with insurance carrier’s Safety Representative, the contractor’s Safety Representative and Risk Manager and Director of Occupational Safety and Health to improve OCIP safety and loss prevention program.
  • Develop and implement an ongoing accident prevention program to include daily onsite inspections, review of contractor safety performance and contractor safety representatives.
  • Investigate and coordinate the reporting of all accidents to appropriate insurance carriers for General Liability and Workers’ Compensation. Ensure that all involved parties (OCIP Claims Manager, adjusters, contractors and staff) have all of the initial information (e.g. clear report of accident, claim numbers, pictures and contract specifications).
  • Develop alternatives which may consider when reviewing contractor’s safety record and Workers’ Compensation Experience Modifications factors before awarding contracts.
  • Provide monthly reports of each contractor safety performance to the Director of Department of Occupational Safety and Health.
  • Attend all pre-proposal/bid conferences advising of safety requirements for the OCIP. Ensure that additional safety component costs are considered in the construction contract.
  • Attend all pre-construction meetings to explain the OCIP policies and procedures that impact contract compliance.

 

Job Requirements

Requirement:

  • Six (6) years of experience interpreting, developing, implementing and ensuring the compliance of safety regulations within a bus, rail or industrial work environment.
  • Two (2) years of the required experience must have involved the supervision of employees.

 

Preferred Skills

  • The ideal candidate will have good writing and organizational skills, expert training skills, project management skills and the ability to present topics competently to a varied audience.
  • This employee should be able to develop emergency exercises and after action reports.
  • Should have a technical background to accurately investigate all accidents/incidents and their causes and to make recommendations for maintenance activities, projects and operations.
  • Must be familiar with Federal regulations such as, 49 CFR, 29 CFR, OSHA and ANSI Standards and have an understanding of Emergency Preparedness plans.
